Pfizer China Conducted DMaP with CDC Outcome Evaluations Demonstrate Positive Results

¡¾Beijing, October 25, 2007¡¿Today, Pfizer China is pleased to announce the successful outcomes of two disease management pilot programs that offered free healthcare consulting for patients with hypertension. Over the past year, Pfizer China initiated a joint venture with the Zhejiang Center for Prevention and Treatment of Cardio-Cerebral-Vascular Disease, Pfizer China conducted the 6-month pilot Disease Management Program-Hangzhou (DMaP-HZ), which specifically targeted the treatment of hypertension and the related risk factors in Hangzhou patients. Soon after the beginning of DMaP-HZ, Pfizer China and the Shanghai Center of Disease Prevention and Control (the Shanghai CDC) established the 12-month pilot Disease Management Program-Shanghai (DMaP-SH), a program that was endorsed by the Shanghai Bureau of Health (BOH).
Commenting on the two pilot projects, Ms. Kong Lingzhi, Director of the Disease Control Department of the Ministry of Health (MOH) said, "We are pleased that Pfizer has decided to promote healthcare in these communities. Pfizer's successful disease management experiences in other countries will contribute greatly to these projects." In China, hypertension prevention and treatment have low "three rate" statistics. According to the 2002 "Survey of the Chinese National Nutrition and Health", the awareness rate among hypertension patients is only 30.2%, the treatment rate 24.7%, and the control rate 6.1%. Research indicates that community intervention is one of the most effective methods of hypertension control.
Mr. Ahmet Esen, General Manager of Pfizer China, stated, "Given Pfizer's interest in aligning with the central government's initiative of improving chronic disease management in the community, we have decided to collaborate with the Zhejiang Cardiovascular (CV) Disease Prevention and Treatment Center to develop and implement the pilot DMaP." Pfizer China and the Zhejiang Provincial Bureau of Health created a project team that worked directly with community hospitals. The project team recruited healthcare professionals and trained them as Care Managers that facilitated communication between physicians and patients. Care Managers developed health plans for patients, conducted regular face-to-face interactions with patients, ensured adherence to medication plans, informed patients on health-related knowledge, and assisted them in developing self-management tools and habits.
Beijing SINOTRUST Consulting Ltd evaluated the project's effectiveness. Results indicate that Hangzhou patients developed a comprehensive understanding of hypertension and improved self-management capabilities. After DMaP intervention, The Shanghai Loudon Business Consulting Co. discovered that the awareness rate increased to 100% from a national average of 30-40£¥, the treatment rate increased to 91% from 80%, and the control rate increased to 77% from 37%. Results demonstrate that the project supports long-term cost benefits for patients and Zhejiang BOH and the effectiveness of community hospitals. Professor Tang, Vice-Director of the Research Center of Prevention Cure of Cardio-Cerebral-Vascular Disease, Zhejiang Province, said, "The evaluation outcome shows that this a successful hypertension intervention project for the Hangzhou community."
Soon after the beginning of DMaP-HZ, Pfizer China and the Shanghai Center for Disease Prevention and Control (the Shanghai CDC) launched a comprehensive DMaP pilot project on hypertension at four community hospitals in Shanghai. DMaP-SH extends DMaP-HZ's model to a community-based clinical observational plan, whose clinical protocol was approved by the Ethics Commission of Shanghai Ruijin Hospital. As in DMaP-HZ, Care Managers of DMaP-SH act as liaisons between physicians and their patients. A key component of the DMaP-SH project was the development of an interactive IT platform. Patients had an individual account in the system, which allowed them to access their own health information, review dietary and exercise plans, receive pertinent educational materials, communicate with Care Managers, and utilize tools for self-monitoring and management. The online system has become a revolutionary tool in providing better healthcare service to patients as it unites physicians, Care Mangers, and patients in one user-friendly system.
The Shanghai Institute of Hypertension and Fudan University conducted midterm outcome evaluations. Results are extremely positive and confirm the outcomes of DMaP-HZ. After 6 months of DMaP intervention, patients in the study group demonstrated a significant decrease in blood pressure levels: average absolute systolic blood pressure of the study group decreased by 11mm/Hg, almost double that of the control group. With this success, the Shanghai CDC is eager to implement DMaP-SH's services in a network of 19 community hospitals over the next year.
Pfizer supports government efforts to develop effective disease management solutions at community hospitals and assist patients in managing chronic conditions. Mr. Lu Wei, Deputy Director General of Shanghai CDC, said, "This government-led project is developing an advanced model for community disease prevention. This contribution is the embodiment of Pfizer China's corporate social responsibility." Patients participating in both programs have received better healthcare services, health risk control, the opportunity to reduce healthcare costs for the long-term, the convenience of communicating with healthcare professionals and, in the case of DMaP-SH, reviewing their information electronically. Pfizer China envisions that these projects will expand and cover more chronic diseases in the future.
